Everyone who has joined your team counts — the owner and managers too. People who haven't accepted their invite yet don't, and nor do people you've removed. That's the seat count your bill is based on.
Yes. You add a card when you set your business up, then it's free for 14 days. Nothing is charged until the trial ends, and you can cancel before then and pay nothing.
